The Surco Spare Tire 3-Bike Carrier # BT300, and all of the other spare tire racks for that matter, actually use the spare tire to help stabilize the bike rack so you will need your spare tire installed to utilize any of these bike racks. It would be best to have the spare tire for your 2013 Jeep Wrangler anyways in case you ever do have a flat.

I do have another option for you but the Surco spare tire bike rack, part # BT300, does not fit oversized tires. Take a look at the Hollywood Racks SR2, part # HRSR2, instead. It'll fit up to 12-1/2 wide tires so it's pretty likely to fit your Jeep tires. The catch is it's only a 2-bike carrier. We don't have any 3-bike carriers that fit oversized tires.

I have a solution for you, and the Slime Dually Valve Extender Kit # SLM20140 is definitely going to be flexible enough to use on a Jeep Wrangler's covered spare tire since it is a rubber hose. However, since it's only 8-1/2" long, I don't think it's going to be long enough to stick out behind the rear of the tire and allow you access to the extended valve stem very easily-especially if you have larger tires than the stock tires that normally come on the JK.

You may be able to modify the cargo carrier and spare tire carrier # Y07076 to hold the spare tire to the carrier. We have not had the opportunity to get the measurements from the center of the hitch pin hole on Trailer Hitch, # DT78MR, out to the end of the spare tire. However, on a similar hitch, # 13432, and a 2008 Jeep Wrangler, it is 12 inches.
